Industrial leadership shaping under intensified geoeconomic competition: Chinese EV battery firms within Chinese and EU state agendas
【Abstract】Over the past two decades, several strategic emerging global production networks (GPNs) have taken shape, challenging the long-standing dominance of developed countries in advanced manufacturing. However, existing GPN theories struggle to fully account for these shifts, due to insufficient attention to the geoeconomic logics reshaping global production and their influence on inter-state and state–firm interdependencies. To address these gaps, this paper proposes a framework that brings geoeconomic into GPNs—conceptualizing states as fragmented and contested actors, and firms as agents of geoeconomic strategy. Using the electric vehicle (EV) battery industry as a case study, the paper examines the European expansion of leading Chinese firms within the broader context of strategic interplay between Chinese and EU state agendas, each supported by distinct (geo)economic instruments. It explores how core competitive imperatives—cost-capability optimization, market access, and financial discipline—play out in this emerging sector, and how firms respond to geoeconomic pressures through strategies of disapproval, compliance, reinforcement, and advocacy. The findings contribute to understanding the rise of emerging GPNs led by non-Western firms and the ongoing reconfiguration of the global economic order amid intensified geoeconomic competition.
